What I'll Do in Congress:
My Promises to You

We're the richest country on Earth.
We should invest more in ordinary people.
That is what this campaign is about.

  • Abolish ICE.

    I will sponsor legislation to abolish ICE. We will do this specifically by clawing back all funding allocated to ICE. People shouldn't be afraid of their governments. Governments should be afraid of their people.

    I will also sponsor legislation that will slash funding for ICE (or its successor), the Department of Homeland Security, and Customs and Border Protection, prohibit the use of masks by any federal agents, require higher recruitment and training standards (including strict oversight by Congress) for federal agents, and eliminate immunity from prosecution for all federal agents who violate the law.

  • Affordable Childcare.

    I will sponsor legislation making childcare cheaper by guaranteeing no family pays more than 7% of its income – under $10 a day for most families.

  • Affordable and Accessible Education.

    I will co-sponsor the College for All Act, which will make public colleges, universities, and trade schools tuition-free for all students.

    I will also sponsor legislation increasing federal funding for K–12 public education and ending the overreliance on local property taxes that create unequal schools, establishing a national minimum teacher salary, providing for broad federal student debt cancellation, and capping interest rates for federal student loans at 0%.

  • Affordable Gas.

    I will sponsor legislation making gas cheaper by charging big oil companies a tax on extra profits because of the war, then refunding that money to consumers. If oil stays at $100 a barrel, most families would get $324 back.

  • Affordable Groceries.

    I will sponsor legislation making groceries cheaper by cracking down on big grocers who fix prices and on companies that abuse seed patents to make farming more expensive.

  • Affordable and Comprehensive Healthcare.

    I will sponsor legislation eliminating tax subsidies for health insurance purchased through an employer, increasing the additional Medicare taxes imposed on wages and investment income of high-income taxpayers, expanding Medicare to include full dental, vision, and hearing coverage, lowering the age of Medicare eligibility to zero, and enrolling all U.S. residents into Medicare.

    This is my plan to provide every American with guaranteed access to healthcare that is affordable, universal, and easy to use.

  • Affordable Housing.

    I will sponsor legislation making housing cheaper by providing increased federal funding to build millions of new homes, banning corporate ownership of residential homes or apartments, offering every first-time homeowner $20,000 in downpayment assistance, expanding rental assistance, increasing funding for federal homeless assistance programs, creating a renter’s refundable tax credit, and converting the home mortgage interest deduction into a refundable tax credit benefiting all homeowners equally and not simply the wealthiest.

  • Affordable Prescription Drugs.

    I will sponsor legislation making prescription drugs cheaper by establishing a a federal program to directly manufacture generic drugs—such as insulin, asthma inhalers, naloxone, epinephrine auto-injectors, and antibiotics—and offer them to Americans at a discounted price. Ninety percent of all prescriptions filled in America are generics, but too many remain out of reach due to Big Pharma’s tactics, such as extending or adding unrelated patents to delay the entry of generic medicines and keep costs high.

  • Affordable Utilities.

    I will sponsor legislation making utilities cheaper by cracking down on for-profit utilities overcharging consumers, saving the average family $500 a year.

  • Audit the Pentagon.

    The Pentagon has never passed an audit. I will sponsor legislation requiring a full, independent audit of the Pentagon to root out waste and fraud.

  • Ban Congressional Stock Trading.

    I will co-sponsor the Ban Congressional Stock Trading Act, which prohibits members of Congress, their spouses, and dependent children from owning or trading individual stocks and requires full divestment or a qualified blind trust.

  • Ban Corporate PACs.

    I will sponsor legislation prohibiting and abolishing for-profit corporations from forming Political Action Committees (or PACs).

  • Ban Super PACs.

    I will sponsor legislation prohibiting and abolishing Super PACs (i.e., PACs that raise and spend unlimited sums to support or oppose political candidates) so billionaires can’t buy more politicians / policies that make stuff more expensive. 

  • Ban Corporate Purchase of Single Family Homes.

    I will sponsor legislation imposing a massive tax penalty on corporations buying existing homes and forcing hedge funds to sell existing homes over 10 years.

  • Ban Data Centers in Utah.

    I will sponsor legislation banning any new data centers from being built anywhere in Utah.

    Don't listen to anyone, including former lobbyists for Big Tech, who tells you that we need data centers for our technology to work or that permitting but regulating data centers is the right answer. This is a pro-Big Tech position that would sacrifice the Great Salt Lake for a quick buck. Everything is regulated. Crosswalks are regulated.

    We will lose the Great Salt Lake if we allow data centers to be built in Utah.

  • Ban Junk Fees & Dynamic Pricing.

    I will sponsor legislation requiring "all-in" price disclosure for travel, tickets, and utilities and prohibiting companies from raising the price (i.e., dynamic pricing) once it is shown to the consumer.

  • Ban Overdraft Fees & Junk Banking Charges.

    I will sponsor legislation banning overdraft fees and cracking down on junk banking charges.

  • Ban Surveillance Pricing.

    I will sponsor legislation banning 'Surveillance Pricing,’ where companies use personal data to raise prices with AI.

  • Cap Credit Card Interest Rates.

    I will sponsor legislation capping credit card interest rates, prohibiting unfair rate hikes, and protecting consumers from predatory lending practices.

  • Cap Excessive CEO Pay and Invest More in Workers.

    I support policies that tie executive compensation to worker pay and encourage companies to invest in employees instead of stock buybacks and executive bonuses. I will sponsor legislation establishing a CEO-to-worker pay ratio standard, such as 50:1 or 100:1, for large corporations, providing that companies exceeding that ratio would face increased corporate tax rates or penalties, and rewarding businesses that share profits with workers through tax incentives and worker ownership programs.

  • Comprehensive Data Privacy.

    I will sponsor legislation implementing a comprehensive data privacy framework modeled directly after the GDPR (the European Union's comprehensive data privacy law) to protect consumer data.

  • Congressional Term Limits.

    I will sponsor legislation establishing term limits for members of Congress, which will prohibit any member of Congress from serving in federal office for more than 12 years (whether consecutively or not).

  • Defend and Extend Voting Rights.

    I will sponsor the John Lewis Voting Rights Act to restore the Voting Rights Act, guarantee at least 15 days of early in-person voting, make Election Day a national holiday, establish universal vote-by-mail for federal elections, automatically register any U.S. citizen not already registered to vote when they interact with the federal government, and reinstate the barriers to voter suppression that have been gutted in recent years by the U.S. Supreme Court.

    The right to vote is the foundation of every other right in our democracy. Yet unlike many democracies around the world, the United States Constitution does not explicitly guarantee every citizen an affirmative right to vote. That must change. I will push for a constitutional amendment establishing a clear, affirmative right to vote for every American citizen, protected equally in every state, for every election.

  • End Forever Wars.

    I will vote against any funding for non-defensive military operations, I will vote to repeal outdated authorizations (AUMFs) to return war powers to Congress, and I will introduce resolutions requiring the safe return home of all U.S. troops from overseas deployments undertaken without Congressional approval.

  • End U.S. Support of Israel's Occupation of Gaza.

    I will sponsor legislation requiring an immediate halt to U.S. aid (military and non-military) to the Israeli government until Israel's occupation of Gaza unconditionally ceases. Any future assistance from the U.S. to Israel should be strictly conditioned on verified compliance with international law, unfettered access for humanitarian aid, protection of civilians, and meaningful steps toward a permanent ceasefire and a just political resolution. I will also redirect any such future assistance toward humanitarian relief, reconstruction, and diplomacy that advances equal rights, accountability, and lasting peace for Israelis and Palestinians alike.

  • Exempt all Social Security Earnings from Taxes.

    I will sponsor legislation exempting all Social Security earnings from taxation, allowing seniors to keep more of their money. This will amount to the largest tax break in history for America’s seniors.

  • Expand and Extend Anti-Discrimination Laws to the LGBTQ+ Community.

    I will sponsor the Equality Act to guarantee consistent, nationwide protections for the LGBTQ+ community in employment, housing, healthcare, education, and public accommodations. I will also sponsor legislation that will extend any pre-existing federal civil rights laws that prohibit discrimination based on race, religion, and gender to also prohibit discrimination based on sexual orientation or gender identity.

  • Expand Union Power and Labor Protections.

    I will co-sponsor the Protecting the Right to Organize (PRO) Act, which will strengthen unions by making it easier for workers to organize, facilitating first contract negotiations, and penalizing employers for violations.

    I will also sponsor legislation to repeal the Taft-Hartley Act, which has weakened labor unions by prohibiting strikes, boycotts, and picketing, and enabling so-called “right-to-work” laws that undermine workers’ bargaining power.

  • Fair Elections & End Gerrymandering.

    I will sponsor the Fair Representation Act, which will provide for multi-member districts for Congressional elections, ranked choice voting in these elections, and new requirements for Congressional redistricting.

    I will also sponsor the Freedom to Vote Act to ban partisan gerrymandering.

  • Get Money Out of Politics.

    I will sponsor legislation overturning Citizens United and stripping the judicial branch (including the U.S. Supreme Court) of jurisdiction to hear cases involving said legislation, reinstating pre-Citizens United federal campaign finance laws, and establishing public financing as the exclusive source of funding for all federal elections.

  • Government Accountability.

    I will sponsor legislation barring any member of Congress from receiving a paycheck during and for any period of time the federal government is shut down, and requiring a full vote on every bill brought to the House floor prior to any House member taking their cherished vacation time.

  • Guaranteed Paid Vacation Time.

    I will sponsor legislation making time off cheaper by guaranteeing every worker two weeks of paid vacation time.

  • Increased Overtime Pay for All Workers. 

    I will sponsor legislation putting money in pockets by requiring companies to pay double wages for overtime, as opposed to the current time-and-a-half standard.

  • Legalize Marijuana.

    I will sponsor legislation legalizing the production, sale, and use of marijuana, expunging federal marijuana convictions, and providing incentives for states to do the same.

  • Lifetime Lobbying Ban.

    I will sponsor legislation permanently banning registered lobbyists from becoming members of Congress and vice versa.

    Voters have the right to know that their elected officials are working for them and not for their former employers.

  • Medicare Drug Negotiation.

    I will sponsor legislation expanding the ability for Medicare negotiation to 50 drugs per year and apply lower prices to private insurance and close the "Orphan Drug" loophole.

    This will protect all Americans (not just seniors) and stop Big Pharma from gaming the system.

  • Paid Parental Leave.

    I will sponsor legislation guaranteeing 12 weeks of paid parental leave funded by a payroll insurance fund. This legislation will also explicitly prohibit firing workers (of any company size) for taking this leave.

  • Pass the Green New Deal.

    I will co-sponsor the Green New Deal to make major public investments in 100% clean, renewable energy and create high-quality jobs in the process.

    Given Utah's natural advantages, our state is uniquely positioned to lead in geothermal, wind, and solar energy. We should seize that opportunity.

  • Police Body Cameras.

    I will sponsor legislation mandating cameras for federal officers and cutting federal funding to states that don't follow suit.

  • Postal Banking.

    I will co-sponsor the Postal Banking Act, which will establish nonprofit banking services at USPS locations, offering low-cost checking and savings accounts, ATMs, mobile banking, and low-interest rate loans.

  • Protect Our Troops & Support our Veterans.

    I will sponsor legislation to fully fund the VA, expand mental health services, expedite review of service-connected claims, increase housing assistance and debt relief for veterans, and create well-paying federal job opportunities for veterans. I will also work to limit presidential authority of military deployment without Congressional approval and oversight so fewer Americans are sent into harm’s way without accountability.

  • Protect U.S. Farmland.

    I will sponsor legislation banning adversarial foreign governments from buying American farmland, which legislation will include a "Beneficial Ownership" registry to stop shell companies from circumventing this ban.

  • Protect Utah's Public Lands.

    I will co-sponsor the America's Red Rock Wilderness Act, which will protect more than 8 million acres of Bureau of Land Management land in Utah, and the Central Wasatch National Conservation and Recreation Area Act, which will protect approximately 80,000 acres of US Forest Service land in Utah's Central Wasatch Mountains, and I will block any efforts to reduce the boundaries of or otherwise remove protections of the Grand Staircase or Bears Ears national monuments.

  • Providing a Real Pathway to Citizenship.

    I will sponsor legislation providing for significant additional federal funding for new and existing immigration judges (including from the funds clawed back from ICE) to expedite review of applications for residency or citizenship and giving amnesty to undocumented immigrants and thus making them eligible to apply for U.S. citizenship.

  • Public Broadband Option.

    I will sponsor legislation providing federal funding for a public option for broadband to ensure affordable, high-speed internet for every household without hidden fees, data caps, or corporate gatekeeping.

  • Raise the Minimum Wage.

    I will sponsor legislation raising the federal minimum wage to (at least) $20 an hour indexed to inflation so that it can come close to being a living wage and eliminating the sub-minimum wage for tipped workers.

  • Re-Enact a Federal Assault Weapons Ban.

    I will sponsor the Revised Public Safety and Recreational Firearms Use Protection Act to permanently ban the private sale, possession, and use of "assault weapons" and large-capacity magazines.

    Protecting our children and our communities from gun violence must come before the interests of gun lobbyists.

  • Reform the U.S. Supreme Court.

    I am the only candidate in this race that understands this fundamental truth -- nothing that progressives want to get done will happen unless we reform the courts. I am also the only candidate in this race that is aware of the fact that Congress holds a lot of power over the judicial branch and we need to start using it. We need a judiciary that protects democracy, workers, and individual freedoms — not one that serves corporate interests, lobbyists, and billionaires.

    I will sponsor legislation enforcing common-sense court reforms such as binding ethics rules for Supreme Court justices, adding additional justices such that each federal circuit (13 in total) has a justice, term limits for all lifetime appointments, transparency in judicial financing, and expanding access to justice for ordinary Americans.

    No one should be above accountability — especially the Supreme Court.

  • Reform the Criminal Justice System.

    I will sponsor legislation prohibiting the federal death penalty, eliminating federal funding of for-profit prisons, abolishing federal civil asset forfeiture, and repealing mandatory minimum sentences at the federal level.

  • Release the Epstein Files.

    I will sponsor legislation mandating the full, unredacted release of all documents in the Epstein Files, including those hidden by previous partial releases, and requiring the Department of Justice to prosecute any crimes revealed therein.

    While some files have been released to date, many names were redacted. My proposed legislation will require the immediate release of all documents without hiding offenders' names.

  • Restore and Expand Reproductive Rights.

    I will sponsor legislation codifying Roe v. Wade, repealing the Hyde Amendment, codifying a federal right to IVF and contraception, and guaranteeing that any person anywhere in the country can go to a federal health facility and receive comprehensive reproductive care.

  • Right to Repair (Ban "Parts Pairing").

    I will sponsor legislation guaranteeing access to parts/manuals for cars and electronics and explicitly banning "software pairing" that blocks genuine 3rd-party repairs, which will stop companies from using software to kill independent repair.

  • Save the Great Salt Lake.

    I will sponsor legislation setting federally mandated minimum water levels for the Great Salt Lake, securing federal funding needed to restore the Great Salt Lake, establishing public-private funding partnerships to fund efforts to restore the Great Salt Lake, reforming Utah's water rights system to encourage more water flowing to the Great Salt Lake, and providing financial incentives and penalties to discourage excessive water usage.

  • Scrap the Cap on Social Security Funding.

    I will sponsor legislation to eliminate the cap on Social Security taxes as applied to wages and to tax investment income for earners over $400,000 so as to prevent billionaires from dodging the tax by taking stock instead of salary.

    These changes will shift the burden of funding Social Security from middle class families to the wealthy.

  • Simplify Tax Returns.

    I will sponsor legislation requiring the IRS to provide taxpayers with partially pre-populated tax returns, which will dramatically reduce the time and money spent filing tax returns for the vast majority of U.S. taxpayers.

  • Statehood for DC and Puerto Rico.

    I will sponsor legislation providing for full statehood for Washington, DC and Puerto Rico.

    Civil rights should not depend on your ZIP code. Statehood is about fairness, dignity, and democracy. No more second-class citizenship. No more excuses. It’s time to continue the work of democracy.

  • Tax the Ultra-Wealthy.

    I will sponsor legislation that will make our tax laws fair by closing tax loopholes, creating new tax brackets for high earners (the current top rate kicks in at $640,600 for an individual and never increases again), lowering tax rates for anyone making less than $100,000 a year, taxing capital gains at the same rates as salary/wage income, establishing a minimum tax for billionaires, and imposing a 2% annual tax on households with a net worth between $50 million and $1 billion, and a 3% or higher rate for billionaires.

  • Trans Bill of Rights.

    I will co-sponsor the Trans Bill of Rights, which will provide protections for transgender and nonbinary people by ensuring that they have equal access to services and public accommodations, codifying Bostock and clarifying that it is illegal to discriminate in employment, housing, and credit based on gender identity and sex characteristics, protecting transgender people from discrimination in healthcare, and promoting the safety of transgender and nonbinary people by investing in community services to prevent violence against them.

  • Universal Child Care.

    I support a universal child care system that guarantees affordable, high-quality care for every family in America. I will sponsor legislation capping child care costs based on family income, ensuring that most working families pay little or nothing for care, expanding access for infants, toddlers, and school-age children, investing in new child care centers and community-based providers, and raising wages for child care providers and early educators.

  • Universal Pre-K.

    Every family deserves access to high-quality early childhood education that is affordable, accessible, and publicly supported. I will sponsor legislation guaranteeing free, high-quality pre-K for all 3-year olds and 4-year-olds and ensuring programs are available in urban, suburban, and rural communities alike.

  • Veterans Care Choice.

    I will sponsor legislation codifying the right to private care but mandating strict network adequacy standards so doctors actually accept the coverage. This will cut the red tape on pre-authorization for veterans.

  • Worker Representation on Corporate Boards.

    I will sponsor legislation requiring any publicly traded U.S. corporation with more than $1 billion in annual revenue to have its employees elect no less than 40% of the company’s board members.
